LEADERSHIP
We believe the Bible prescribes that each local church is to be led by a plurality of pastors who meet the qualifications given in scripture.
Pastors are responsible for spiritual oversight of the church, including regular pastoral care, preaching, prayer, doctrinal purity, and exercising leadership with all diligence and care for the growth and health of our church family.
Our church leadership team also includes deacons who are appointed by the pastors to serve and care for the various needs of the church, as well as pastoral residents who are participating in a training and discernment process for possible future pastoral ministry.

Josh Hibbard
LEAD PASTOR / ELDER
Josh grew up in the Chicago area and has served as lead pastor of New City since 2018. Before stepping into this role, he earned a B.A. from Moody Bible Institute and an M.A. from Trinity Evangelical Divinity School. Josh also spent six years pastoring in the Chicago area, where he developed a deep passion for being an ordinary pastor, preaching and teaching God’s Word, and fostering a church community that lives together as a counter-cultural family.
Josh is an avid reader, a self-proclaimed anglophile, and someone who enjoys exploring a variety of interests. As a lifelong Chicago sports fan, he’s well-acquainted with the highs and (more often) lows of supporting his favorite teams. He's also inherited a deep passion for Newcastle United soccer. Josh has a particular fondness for hobbits and their love of a simple, meaningful life. He and his wife, Carley, met in Chicago during college and have been happily married since 2013. Together, they embrace the joyful chaos of raising their two sons, Nolan and Connor.

Heath Kemper
LAY PASTOR / ELDER
Heath and Casey have been part of New City since 2014 and are parents to two energetic children. Heath is particularly interested in spiritual formation, building strong church community, grace in practice, and thinking about the ways in which faith relates to culture. He enjoys reading, music, film, cooking, coffee, and travel, and would be happy to have a long conversation with you about any of these.
Heath grew up in western Oregon in a church his grandparents helped to plant and came to faith in Jesus at a young age. He married Casey and moved to Idaho in 2009. Heath holds an M.A. in English rhetoric and has worked as, among other things, a college instructor, a video producer, a wedding DJ, a mail carrier, and a custodian—although not necessarily in that order. He’s currently the pastoral administrator for New City Church as well as an occasional freelance media production consultant.

Mitch Squires
LAY PASTOR / ELDER
Mitch has been serving New City since August 2021. He grew up in New Mexico and attended a local church with his family. In college, while attending a small church plant, Mitch came to a deeper understanding of the gospel, giving him the framework to see how grace brings freedom from sin and empowers believers to become like Jesus. This experience transformed his relationship with Jesus and eventually awakened a desire to become a pastor.
Mitch and Anjali got married in 2019 while they were attending seminary together. Mitch holds a Masters in Theology with an emphasis in the New Testament from Dallas Theological Seminary. During seminary, Mitch worked as a hospital chaplain and he currently works as a recruiter for a Boise-based company.
Mitch is particularly interested in Bible literacy and interpretation, expository preaching, and cultivating spiritual health and maturity in the local church. He enjoys reading, authentic and thought-provoking conversations, backpacking, camping, and generally enjoying God by being outdoors with good friends.
